P&T architects have been prominently involved in the development of public housing estates in Hong Kong, emerging as one of the most active private contributors in this sector. In light of this legacy, thirty-five years post the introduction of the last P&T-designed estate, Clague Garden, we discuss the future trajectory of public housing estates designed by private architectural enterprises.


This workshop offers an overview of Hong Kong's modernist housing stock, examining the role of different actors of public-private partnerships, and juxtaposing the design approaches of governmental agencies and private architectural entities. By scrutinizing six estates designed by P&T, we have identified a transformative era of 20 years spanning from 1970 to 1990, where successive generations of P&T architects dedicatedly refined and enhanced the design of public housing. Noteworthy design advancements, including the pinwheel plan, split-level layouts, and the three-floor compartment, demonstrate a consistent evolution in this unique tower typology.
